ECPC Homelessness Help/Enforcement

I've been on ridealongs with the police to watch and learn from the conversations they have with people experiencing homelessness. 

I've witnessed them make multiple attempts with the same person to get them into shelter for the night. Nearly all refuse, citing having to follow rules, lack of pet accommodations, inability to take all their belongings, not wanting to be separated from their friends, and more. 

At that point, once they refuse multiple attempts to get into shelter, they will be cited for camping on public property plus any other charges such as giving a false name or possession of drugs and paraphernalia.
