Over 100 neighbors living near Jamacha Road and Gustavo Road have raised concerns about speeding vehicles in the area. These concerns prompted a neighborhood meeting where residents shared their experiences and listened to an analysis from the Traffic Engineering staff. This post summarizes the key points from that meeting, including the analysis results and the proposed solutions for improving safety on these streets.



Understanding the Speeding Problem


Speeding cars pose a serious risk to residents, especially in neighborhoods where children play, pedestrians walk, and cyclists share the road. The residents near Jamacha Rd and Gustavo Rd have noticed frequent speeding, which increases the chance of accidents and reduces the overall quality of life.


The Traffic Engineering staff conducted a detailed study to understand the extent of the problem. The combination of speeding and limited visibility due to hills and curves makes the situation more dangerous.


Short-Term Solutions to Improve Safety


The meeting highlighted several short-term actions that can be implemented quickly to reduce speeding and improve safety:


  • Increased Police Enforcement

A recent multi-agency enforcement event between the San Diego Sheriff's Dept, the CHP, and our own ECPD resulted in 104 tickets, including 76 for speeding between Chase Ave and Gustavo Ave along Jamacha Rd.


  • Temporary Speed Feedback Signs

Electronic signs that display a driver’s current speed can encourage them to slow down. These signs provide immediate feedback.


  • Improved Signage and Road Markings

Adding clearer speed limit signs and repainting faded road markings helps narrow traffic lanes which has shown to reduce speeds overall.


These measures can be put in place within weeks and start making a difference while longer-term plans are developed.


Mid-Term Solutions for Lasting Impact


For sustained improvements, the Traffic Engineering team proposed several mid-term solutions that require more planning and resources:


  • Traffic Calming Devices

Installing speed humps, rumble strips, and raised curb medians can physically slow down vehicles. These devices force drivers to reduce speed to navigate safely.


  • Guardrail

Guadrail along the edge of a sidewalk, especially for vehicles coming downhill and around a curve can help keep them on the roadway and not crashing into adjacent homes.



Long-Term Vision for a Safer Neighborhood


The long-term plan focuses on redesigning parts of the road network to create a safer environment for everyone:


  • Complete Streets Design

This approach redesigns roads to safely accommodate all users. Concrete medians ("K-rail") can prevent cars from drifting into oncoming travel lanes.


  • Smart Traffic Signals

Using technology to adjust signal timing based on real-time traffic conditions can reduce speeding and improve flow.


Implementing these changes will take time and investment, but by breaking them down into short-, mid-, and long-term solutions can begin to implement solutions sooner than later for a more safer, livable neighborhood for years to come.
